Job Duties:
- For the ITCS department this position is the reconciler for the
university procard using the University's Purchase Card
reconciliation system. Processes internal sales and services
gathering information and verifying approvals from Delegation of
Authority form to ensure university and UNC Fit Guidelines are met.
Also provides procedural support and certifies ITCS effort
reporting.
- Reviews and approves all state, ECUP and/or special fund
purchases for the ITCS Department. This position is responsible for
the timely and accurate resolution of open commitments in PORT and
takes necessary actions to ensure absolute minimal open commitments
roll forward into new fiscal year.
- This position is responsible for the coordination of the daily
operational flow of the ITCS accounting office, which includes but
not limited to the following functions: Develop and implement
financial administrative processes and evaluate their
effectiveness. Exercise judgment, discretion, and initiative in
development and interpretation of a wide range of financial
administrative standards and guidelines. Maintain effective working
relationships with departmental personnel and university
officials.
- Create and maintain financial processes for ITCS.
- This position maintains the financial and personnel shadow
system and logs expenditures and journal entries in the system in
order to provide more tailored and detail reports for the CIO, ITCS
Management and University departments
- Oversees the non-recurring budget accounting processes which
include all functions surrounding the costs and management
reporting of funds received used to provide information for
Internal Audit and other management reporting.
- This position prepares the ECUP budget retrieving data from a
multitude of sources to ensure all projections are accurate.
- This position tracks and maintains the Ed Tech Technology
request budget.
- Creates and provides operating and personnel financial queries
for ITCS Directors.
- This position is responsible for creating accurate monthly
reports of expenditures and revenue pertaining to the various foaps
within ITCS and submitting reports to management or internal
entities.
- All new budgetary foaps for ITCS are established and processed
by this position. This involves research to determine the type of
account, section it reports to, revenue received, and the specific
mission that the FOAP would benefit.

Overview: Information Technology and Computing Services ( ITCS ) is
the central agency that supports enterprise-wide computing at East
Carolina University. ITCS , through innovative information
technology initiatives and service, provides opportunities for the
ECU community to excel in teaching, research, and service using
state-of-the-market technology and collaborative environments. ITCS
is first and foremost committed to providing excellent information
technology support for faculty, staff, and students. ITCS partners
with campus departments, other universities, and industry to make
strategic investments in information technology infrastructure that
will help maintain a competitive advantage in administrative
applications, faculty research, and outreach to the state and
nation. We will achieve this through increasing the core functions
and deploying appropriate technology throughout the university.
Finance and Personnel Administration oversees a budget in excess of
$31 million in addition to non-recurring funds ranging from $1 to 5
million. This unit processes up to $30 million annually in
appropriations for computer hardware, software and maintenance
agreements to support the university computers, servers, storage,
and network connections for all divisions and departments in the
university. Finance and Personnel Administration monitors and
tracks budgetary actions and expenditures for more than $31 million
for various funding sources and provides budgetary reports to the
CIO , ITCS Direct Reports and University departments. This unit
prepares the operating budget, personnel budget, ECUP budget and
ITCS 5 year budget plan for recurring and non-recurring funding.
This unit is responsible for the personnel budget and actions in
excess of 200 positions.
