Job Description:
Position Summary The Outpatient Program Director provides
integrated clinical and administrative leadership for UNC Horizons’
outpatient services, ensuring the delivery of high-quality,
trauma-informed, gender-responsive, and evidence-based substance
use disorder treatment for women, including pregnant and parenting
individuals. This position oversees all outpatient programming,
including individual therapy, group therapy, and peer support
services, and serves as the clinical lead for outpatient care. The
Outpatient Program Director is responsible for operational
oversight and coordination of outpatient services within the UNC
Horizons continuum of care. The role works in close partnership
with the Director of Residential Services and other program leaders
to ensure seamless transitions between levels of care, consistent
clinical standards, and continuity of treatment. This position
plays a central role in ensuring outpatient services meet
accreditation, regulatory, and payer requirements, including CARF
standards, grant compliance, and insurance documentation and
utilization expectations. The Outpatient Program Director leads
efforts to standardize clinical workflows, documentation practices,
supervision structures, and quality assurance processes to support
readiness for private insurance contracting and reimbursement,
while maintaining compliance with public funding requirements. In
addition, the role provides clinical supervision and administrative
leadership to outpatient clinical and peer support staff; oversees
performance measurement and continuous quality improvement
activities; and supports program sustainability through efficient
service delivery, risk mitigation, and alignment with evolving
payer and regulatory expectations. By integrating clinical
expertise with administrative leadership, the Outpatient Program
Director ensures outpatient services are positioned for growth,
financial sustainability, and high-quality care delivery. Required
Qualifications, Competencies, And Experience Current, unrestricted
clinical licensure in North Carolina as a Licensed Clinical Social
Worker ( LCSW ) or Licensed Clinical Mental Health Counselor (
LCMHC ). Current North Carolina licensure as a Licensed Clinical
Addiction Specialist ( LCAS ). Certified Clinical Supervisor ( CCS
) credential, or eligibility to obtain CCS within a defined
timeframe. Minimum of five (5) years of post-licensure clinical
experience in substance use disorder treatment. Demonstrated
experience providing treatment to women with substance use
disorders, including trauma-informed and gender-responsive care.
Minimum of two (2) years of clinical supervision and/or program
leadership experience. Knowledge of evidence-based practices in
substance use disorder treatment and co-occurring mental health
conditions. Preferred Qualifications, Competencies, And Experience
Experience working with pregnant and parenting individuals or
family-centered treatment models. Experience in programs serving
justice-involved populations. Familiarity with CARF accreditation
standards and insurance-based reimbursement models. High level of
knowledge of social work, counseling, or similar behavioral health
area.
