East Carolina UniversityPayroll DirectorVacancy #: 901101Anticipated Hiring Range: $72,160 - $84,895Closing Date: 05/10/2021Organizational Unit OverviewThe Division of Administration and Finance is ultimately responsible for all financial and administrative activities of East Carolina University and its affiliated Foundations. The Division consists of Financial Services, Campus Operations, Enterprise Risk Management, Information Technology and Computing Services, Human Resources, Business Services and various support activities related to the ECU affiliated Foundations. The Division is led by the Vice Chancellor of Administration & Finance. The Vice Chancellor is responsible for oversight of the policies, personnel, budgets and administrative activities of all operations at East Carolina University and its affiliated Foundations. The Division is responsible for more than $800 million of activities within the University and its affiliated Foundations. Within the Division, Financial Services is responsible for all budget and financial activities of East Carolina University and its affiliated Foundations. The mission of Financial Services is: To provide for the financial needs of the University and its Foundations in a customer-oriented, friendly environment while assuring the proper stewardship of all fiscal resources.In addition, the Payroll Office is responsible for ensuring that the University is in full compliance with the IRS and INS rules and regulations governing all payments to non-resident aliens. A high level of knowledge and accuracy is demanded in the processing of payrolls to satisfy customer demands and to maintain compliance with the extensive and complex regulations and policies of the Federal and State government and University. The office successfully pays all employees through the use of two highly automated and complex systems Banner HR and Banner Finance as well as integrated time and attendance systems including Kronos Time and Attendance. The Payroll Office personnel work very closely with the Human Resource office personnel, the vice Chancellors of Academic Affairs and Health Affairs EPA personnel; personnel in Grants and Contracts and personnel within the Budget Office to ensure employee assignments have been entered correctly into the Human Resource System. Excellent customer service is also demanded working directly with University employees.Job DutiesWithin Financial Services, specifically Disbursements, the Payroll Director manages the activities of the university's centralized payroll office and is responsible for accurate and timely payroll preparation/processing for approximately 8,500 employees.The position is also responsible for related payroll duties including, but not limited to:
Tax withholding and remittance for federal and multiple states.
Tax reporting for forms W-2, 1042S, 941, 941-X, NC 5Q, NC 3, and other states and agencies as applicable.
Compliance with federal, state, and other regulatory activities.
Garnishment withholding and reporting.
Collection and reporting for payroll overpayments.
Oversight of Payroll system testing and maintenance including regular upgrades, patching, and/or releases.
Supervision of 11 permanent payroll employees and occasional temporary and student staff as projects warrant.
Development and implementation of policies and procedures.
Reconciliations of payroll accounts.
Analyze, modify, implement payroll reporting, and processes.
The position routinely collaborates with Human Resources, Academic Affairs, and Health Affairs personnel offices, Grant and Contracts, University Budget Office, and Systems Coordination. This position is highly visible across campus, and it interacts with various constituent groups.The position utilizes Banner HR/Payroll and Banner Finance Enterprise Systems, Kronos, and other university developed systems to process payroll.The position is responsible for payroll office employee interim and annual evaluations, work plan development, training, and identifying career development opportunities.The position oversees the international tax program to ensure compliance with all regulatory agencies regarding international employment, scholarship, and account payable transactions for the university.Minimum Education/ExperienceBachelor's degree with 12 credit hours of accounting coursework; or Associate's degree in accounting; or Associate's degree in business or related discipline with 12 credit hours of accounting coursework; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.Preferred Experience, Skills, Training/Education
Three to five years of progressive payroll experience.
Three to five years of supervisory experience.
Demonstrated knowledge of IRS, NCDoR, DOL, FLSA, and INS rules and regulations is highly preferred.
Experience with multiple state taxation, wage garnishments, and collections.
Certified Payroll Professional (CPP) certification is preferred.
Banner HR/Payroll, Banner Finance, Kronos, and Microsoft Software experience is preferred.
Excellent written and oral communication skills.
Good customer service skills.
