Description of Work

Salary Grade: GN11 / Salary Range: $42,780-$72,424. THIS IS A REPOST OF THIS POSITION. PREVIOUS APPLICANTS MUST RE-APPLY IN ORDER TO BE CONSIDERED. Location: Pitt County - Greenville. This is a supervisory level position in the Division 2 Right of Way Unit to assist the Division Right of Way Agent/Real Property Supervisor I in directing the daily goals and responsibilities of the Division. This position is responsible for the negotiation of more complex or specialized projects requiring higher level analytical, problemsolving, negotiation, and communicative skills. The Right of Way Unit is accountable for the acquisition of all necessary Rights of Way and Easements needed for the construction and/or improvement of all highway projects on the state highway system. Right of Way acquisition is the last activity to occur between the completion of design for highway projects and the letting of a project to complete or contract for construction. A Right of Way certification is required before project construction funding can be requested and released. Some other duties of the Real Property Agent II is assisting the Division Right of Way Agent carrying out right of way acquisition functions on Primary and Secondary roads within the Division and providing supervision and technical assistance to the right of way staff regarding negotiations, relocations, plan changes, property management, and right of way policies and procedures. This position reviews and approves right of way claim reports for members of the staff; as well as reviews, approves, and submits settlement and condemnation final reports as needed. Other duties of this position also ensures that claim closings are completed in accordance with office procedures and the monitoring, tracking schedules, and workloads withinthe Right of Way office are on target to ensure timely right of way acquisition completion and project letting.

Knowledge, Skills and Abilities / Competencies

Applicants must submit an application that clearly reflects work experience that demonstrates the following:

  • Experience in negotiations and relocation which includes a thorough knowledge of the Uniform Relocation and Real Property Act as it relates to right of way relocations.
  • Knowledge of plan reading and experience in project management.
  • Experience in preparing and researching legal instruments and public records.
  • Experience drafting deed descriptions and measuring right of way areas.
  • Demonstrated ability to organize and maintain electronic files.

Additional Expectations:

Assist the Division Agent in the training of office personnel, and in ensuring that NCDOT and office policies are understood and adhered to. Promote public relations and coordinate right of way activities with appropriate governmental entities, NCDOT units, and property owners. Manage the sale of residual property, C/A breaks, surplus right of way request, property management contracts, oversite of consultants, and any other job-related duties as required. Minimum Education and Experience Requirements

Master's degree in Business, Economics, Real Estate or related field from an appropriately accredited institution and one year of experience in the development, appraisal or brokerage of commercial and/or industrial real estate; or Bachelors degree in Business, Economics, Real Estate or related field (i.e., Civil or Structural Engineering, Architecture) from an appropriately accredited institution and three years of experience in the development, appraisal or brokerage of commercial and/or industrial real estate; or a an equivalent combination of education and experience.
